This Year's District 9?

They're saying (and I have no idea who they are) that Monsters is going to be this year's District 9.  Apparently, District 9 was made on a budget of just $30 million, which is pretty low for Hollywood standards.  This film?  Well, Monsters is claiming to be made for a measly $15,000!  I'm not sure if I can believe that considering the special effects that are shown in the teaser trailer.  Maybe their initial budget was that low, but there had to be more funding to accomplish that, right?
